Wu Songyuan was born in 1964 in Jingjiang, Jiangsu Province. Entering the former NantongTextileCollege in 1981 majoring in cotton weaving, he graduated and stayed in school in 1984. He is currently the deputy director of the Office of the Beijing Municipal Institutional Establishment Committee.

Mr. Wu was an officer of the Academic Affairs Office in Nantong Institute of Textile Technology, secretary(section leader) of the Personnel Department in China University of Mining and Technology, director of the Office of the Party Committee of China University of Mining and Technology, deputy director of the Office of the Party Committee of China University of Mining and Technology (Beijing Campus), deputy director of the Party and Administrative Office, and director of the Higher Education Department of the Beijing Municipal Education Commission. He served as director of Xinjiang Hotan District Education Committee, member and deputy director of Beijing Municipal Committee of Education (vice bureau level), member of the standing Committee of the Dongcheng District Committee of the Communist Party of China, director of the Organization Department of the District Committee, president of the Party School of the District Committee, president of the Socialist College, and so on.
