Liu Lizhi was born in 1966, a native of Nantong, Jiangsu Province. Started working at the former NantongNormalCollege in 1990, he is currently the deputy secretary general of Yunnan Provincial Party Committee and its chief of staff.

Mr. Lieu was the vice director of the Organization Department of Party Committee and vice director of the United Front Department of Jiangsu Nantong Normal College. He was the deputy director of No. 2 and No. 3 departments of TrainingCenter under Party Central Organization Ministry, director of No. 2 department, Director of No. 2 department of National Organization Cadre Institute under Party Central Organization Department. He was also the deputy mayor of LincangCity, member of the Standing Committee of Qujing Municipal Party Committee, director of Organization Department, and deputy secretary of Qujing Municipal Committee of Yunnan Province.
