Fu Fengxiang was born in 1928 in Ningbo,  Zhejiang Province. He entered the textile department of NantongCollege in 1943. In 1950 while working at Dashen No. 1 Factory, he was named the first National Model Worker from Nantong and attended the National Workers, Peasants and Soldiers’ Conference in Beijing.

Mr. Fu served as an engineer and section chief of No.1 Bureau of the First Machinery Ministry, secretary of the General Office to the Minister, director of the Production Dispatching Bureau, deputy director of the Bureau, deputy director of Research Office of the National Machinery Commission; member and section director of the National System Reformation Commission, and vice chairman of the China Securities Regulatory Commission. He was also the independent director of Caixun Media Group Co., Ltd. (listed in Hong Kong), independent director of Galaxy Fund Management Company, independent director of Zhongshan Public Technology Co., Ltd.
