In 1933, he was a special member of the Cotton Regulatory Committee under Nanjing National Government Economic Commission. He joined the Chinese Democratic national Construction Association in 1950, and served as the executive member of Shaanxi Provincial Working Committee, member of the Central Committee, deputy chairman of the Shaanxi Committee of Democratic National Construction Association, executive member of the Consultative Committee of Democratic National Construction Association Central Committee, and a consultant of Shanxi Federation of Industry and Commerce. He was a deputy of Shanxi Provincial People's Congress, member of Shanxi Provincial People's Government Committee, member of China Committee of People's Political Consultative Conference, and vice chairman of Shaanxi Committee of CPPCC. He also held the post of vice president of China Textile Engineering Association, director and honorary director of Shaanxi Textile Engineering Association, vice president of Shaanxi Association of Science and Technology, and vice chairman of Shaanxi Huatai International Economic Cooperation Co., Ltd. He successively served as manager and chief engineer of Northwest People’s Textile Construction Company, deputy minister of Industry Ministry of Northwest Military Commission and professor of Northwest Institute of Technology, director of Textile Department thereof, member of Northwest Finance and Economic Commission, director of Northwest Textile Administration, director of Shaanxi Textile Industry Administration, and consultant of Shaanxi Cotton Textile Company.
Committed to textile construction long term, Mr. Fu placed priority on production construction and scientific management. He authored numerous books, of which “Practical Weaving” was most famous. He was viewed as one of the founders of the
