Zhou Guangrong was born in 1972 in Yangzhou,  Jiangsu Province. In 1990, he entered the former Nantong Institute of Textile Technology majoring in machinery. He is currently the chairman and general manager of Yangzhou Haichang Powder Metallurgy Co., Ltd., and he is a member of Yangzhou CPPCC.
