Yang Congdeng was born in 1964 in Lianyungang, Jiangsu Province. He entered the former Department of Mechanical Engineering of Nantong Textile College in 1981. He is currently the Chairman of Zhejiang Huafeng Spandex Inc.

Mr. Yang was the general manager and director of Zhejiang Huafeng Spandex Inc., Ltd. He is a deputy of the 10th National People's Congress of Wenzhou.

He was awarded the Model for the National Textile Industry, the 6th China Youth Science and Technology Innovation Award, Wenzhou City Outstanding Entrepreneur, one of Ruian City’s first Ten Best Young Entrepreneurs, Wenzhou Chemical Industry’s First Round Famous Masters and Celebrities. He was the deputy to WenzhouCity’s 10^th and 11^th People’s Congress.
