Ma Xiaohui was born in 1963 in Nantong, Jiangsu Province. In 1981, he entered the the former NantongTextileCollege as a cotton spinning major. He is currently the vice chairman, general manager of Jiangsu Dasheng Group Company and vice chairman of the Chinese People's Political Consultative Conference (CPPCC) of Gangzha District.

He served as the deputy general manager and executive deputy general manager of Jiangsu Dasheng Group Company and won the title of excellent professional and technical talent of Third Session in Nantong City, one of first leading talents of Nantong City’s Provincial 333 High-level Talents Training Project and was granted second prize of Nantong City's scientific and technological progress.
