Cao Chengsheng was born in 1928 in Wuxi, Jiangsu Province. He studied in the Department of Textile Engineering of former Nantong College in 1946. At present, he is a director of Gezhi Machinery Co., Ltd., Hong Kong.

At Hong Kong Yisheng Yarn Mill, he served as a maintenance supervisor, electric and mechanical supervisor, Chief Engineer of technical office, deputy director, and he was transferred to the General Management Office as Assistant Manager in 1972. Later he joined Nanlian Industrial Group to serve as manager of Yisheng Yarn Mill, Central South Yarn Mill and Overseas Yarn Mill. After 1990, he served as co-manager of Malacca Yarn Mill in Malaysia.
