He Zhengzhang was born in 1927 in Shanghai. He entered the former Department of Textile Engineering, NantongCollege in 1944.

Mr. He was the deputy director and director of technical department, dyeing and weaving department, and production and technology department of Shanghai Textile Industry Administration, as well as a member of the party group of the bureau. He was an office director of Meeting and Surpassing the Advanced International Qualities Agency under Shanghai Municipal People's Government, member of Shanghai Textile Industry Bureau party committee, deputy director of Shanghai Textile Industry Bureau, vice general secretary of the Shanghai Economic Commission, deputy secretary of the Shanghai Municipal Bureau of Production and Technology, deputy secretary of the Party Group, and vice minister of the Textile Industry Ministry. He was also the chairman of China Textile Engineering Society, chairman of Hualian Textile Co., Ltd., and director of the Science and Technology Commission of Textile Ministry. As an expert in textile technology and management, he was one of the organizers and leaders of China's contemporary textile science and technology advancement. Mr. He passed away in Beijing in September 1991.
